Role & Responsibilities
The selected candidates will be expected to offer legal expertise and support across a broad range of responsibilities, including but not limited to:
- Legal Analysis & Drafting: Drafting and vetting legislation, subordinate rules, notifications, advisories, and clarifications related to:
- MSMED Act, 2006
- KVIC Act, 1956
- Coir Industries Act, 1953
- Other MSME-relevant statutes and regulations
- Case Handling: Providing support in cases related to the National Commissions for SC/ST/OBC/Women and other constitutional bodies.
- Inter-Ministerial Coordination: Reviewing legal and legislative proposals from other Ministries/Departments that pertain to the MSME sector.
- International Legal Matters: Assisting in the interpretation and implementation of international treaties, conventions, and agreements related to MSMEs.
- Policy & Dispute Resolution Support:
- Frameworks for Online Dispute Resolution (ODR)
- Ease of Doing Business (EoDB) reforms
- Pre-Packaged Insolvency Resolution Process (PPIRP)
- Miscellaneous Legal Work: Participation in workshops, drafting notes and reports, providing legal comments, and other tasks assigned from time to time.

Eligibility Criteria: Detailed Overview
1. Young Professional (Legal)
- Educational Qualification: Bachelor’s degree in Law (LL.B)
- Desirable: Post-qualification research experience and knowledge of MSME laws
- Maximum Age: 32 years
- Experience: Minimum one year preferred
- Remuneration: ₹60,000 per month (fixed)
2. Consultant (Legal) – Grade 1
- Educational Qualification: LL.B from a recognized institute
- Experience: 3–8 years of post-qualification experience, preferably in MSME-related legal affairs
- Desirable: Publications and prior research work
- Maximum Age: 45 years
- Remuneration: ₹1,12,500 per month
3. Consultant (Legal) – Grade 2
- Educational Qualification: LL.B
- Experience:
- 8–15 years total legal experience
- At least 2 years specifically in MSME-related sectors
- Preferably with hands-on experience in Online Dispute Resolution (ODR)
- Maximum Age: 50 years
- Remuneration: ₹2,05,000 per month
Terms of Engagement
- Duration: Initially for 1 year; extendable up to 3 years based on annual performance reviews.
- Review Mechanism: Performance to be assessed by a Review Committee against Key Performance Indicators (KPIs).
- Enhancement in Remuneration:
- No enhancement for routine work.
- Upto 5% increase for significant contributions.
- Upto 10% increase for exemplary work (e.g., published articles, policy contributions).
- Annual hike cannot exceed 10% and total compensation cannot exceed 1.25 times the original pay.
Place of Posting
All selected YPs and Consultants will be stationed at the Ministry of MSME, Udyog Bhawan, New Delhi. Occasional deputations to other locations may be required for official duties.

Other Key Conditions
- Leave Entitlement: 8 days per year on a pro-rata basis.
- Working Hours: Full-time engagement; no parallel employment allowed.

- Termination: Can be terminated by either party with one month’s notice or salary in lieu thereof.
- TA/DA Entitlements: As per government norms:

- TDS & Taxes: As applicable, with TDS certificates issued by the Ministry.
- Police Verification: Mandatory as per MHA guidelines; adverse report leads to immediate termination.
